Depends on your day and time of day, but you could take the MARC commuter train from BWI to Union Station for about $7 per adult. Then you’d need a taxi or metro to wherever you are going. Should end up being less than $20 a person .
Google it. The bus to the Greenbelt Metro Station may be the lowest price.
Generally during the week between about 5 am and 10pm the MArC train is your cheapest and often quickest way. You get on right at the airport and it takes you to union station which is downtown. From there you can either metro or take a cab easily to your hotel. The only problem with MARC is that there is not easy luggage area so everyone needs to be able to carry lift and maneuver their luggage. Outside of those hours or during the weekend, the Marc trains are more sparse and you might do better in a private vehicle like supershuttle or a prearranged limo. I would check Amtrak for off hours though I doubt for four people it will beat the supershuttle rate.
